I tested the following:

@Xaosflux: I recreated the move over redirect problem I was experiencing earlier and it happened again here. I created pages 01 and 02 (03 was a page that didn't exist). I started by moving 02 to 03 (which successfully worked as it should), but when I moved 01 to 02 (the move-over-redirect with 02 being the redirect), it says I didn't have permission to move the page. The redirect (02) only has one line of history so I don't why this still isn't working, perhaps it is a bug. — Music1201 ^talk 05:59, 2 June 2016 (UTC)

@Music1201: Wikipedia:Moving_a_page#Moving_over_a_redirect says that there are three conditions that should be in place:

The move target can have only 1 revision
The move target must be a redirect to the move source
The move target can not be old (created prior to MW v1.5 release)
