Principals: no redundancy, minimal presentation, sensible order.

Changes from WP:IPA for English

  1. use /hw/ or /(h)w/ instead of /ʍ/ (what) [rare, so maybe not necessary?]
  2. add European vowels œ (schön), (tu) [removed for now, pending evidence these are used in English]
  3. add Canadian English sounds from French: /ɜː/ (deux), /ɑ̃/ (franglais), /æ̃/ (Canadien), /ɔ̃/ (Brayon)
