Mr. Raymon ANNING, CBE, QPM, CBIM[edit]

Mr. Raymon Anning is the Commissioner of Police.

Born on July 22, 190, Mr. Anning was educated at Richmond and East Sheen Grammar School, London.

Before coming to Hong Kong, he was one of Her Majesty's Inspectors of Constabulary for England and Wales at the Home Office from 1979 to 1983.

Mr. Anning spent 27 years with the London Metropolitan Police, holding a variety of posts. In 1969, he was in command of the contingent of London policemen who restored order to the trouble-torn British Caribbean Island of Anguilla.

In 1974, fresh from his experience as commander of the A10 Branch of Scotland Yard, which deals with serious complaints against police, he was seconded to Hong Kong to advise the Government on the founding of the ICAC.

On his return from Hong Kong in 1975, he was promoted to Deputy Assistant Commissioner, the second-in-command of the London Metropolitan Police Criminal Investigation Department.

In 1979, he undertook a course at the National Executive Institute of the FBI Academy in Virginia, USA and was appointed one of Her Majesty's Inspectors of Constabulary for England and Wales.

He was awarded the Queen's Police Medal for Distinguished Service in 1975 and was made a Commander of the British Empire in 1982. He was admitted to the British Institute of Management as a companion in 1980.

Mr. Anning was appointed Deputy Commissioner of Police (Operations) in Hong Kong on July 17, 1983. He became Commissioner on April 15, 1985.

Mr. Anning is married and has two children.
