Primary Sources are not only accepted, they are often the best source available for certain claims such as a subject's date-of-birth or where a company is headquartered. However, no article should be reliant on primary sources - that means that if you take out all of the primary sources and every statement attributed to them, there should still be an article.

As a bare minimum, there should be at least twice as many secondary sources as primary ones - preferably more.

{{WP:TWICE}} gives: " This relies too heavily on primary sources, there should be at least twice as many secondary as primary sources. Without enough secondary sources it is not possible to establish notability or neutrality."
