The Ground Zero Pairing Project was formed in 1983 as a spinoff from Ground Zero, a nuclear war education organization led by Roger Molander, a former government arms control expert. The Ground Zero Pairing Project was founded Earl Molander, who had served as Ground Zero Deputy Director under his brother Roger Molander. The Ground Zero Pairing Project was dedicated to answering the question, "What About the Russians--and Nuclear War?' a book published by Ground Zero and written by the Molander brothers earlier in 1982. From 1983-1990, the Ground Zero Pairing Project undertook two major initiatives, assisting US cities that wished to form "sister cities" with Soviet cities, and publishing educational materials on the Soviet Union, Russia, and US-Soviet relations for schools and community groups.
