Kirori Singh Bainsla is a retired Lieutenant Colonel of the Indian Army and was the leader of an Indian caste protest movement that was demanding reservation in government jobs for the Gurjar community in Rajasthan, India. Protest marches organized by the movement have at times led to violent clashes with the civil authorities, and been accompanied by extensive property damage. In Rajasthan, Gurjar are officially part of many communities that come under Other backward castes(OBC) category. However, Gurjars have failed to make much progress as they compete with many other well educated communities in the OBC category. Bainsla wants to rectify this apparent disadvantage by registering Gurjars as ST (Scheduled Tribe) - a technically lower status, but one that entitles a community to more government assistance. During the initial days he was marked as "mad man" by his own community for raising such a demand. first major Gujjar agitation took place in the year 2007 when thousands of Gujjars under the leadership of Kirori Singh Bainsla laid siege to railway tracks and roads. Their demand to state govt. was to include them in ST category. Their demand came in sharp criticism from Meena community, the biggest beneficiary in Rajasthan in ST. it led to clash between two communities apart from the clash between the protesters and the state authorities, in which 27 people were killed , and as of May 2008, a total of 43 people had died in such clashes, most of them protesters. .Second Agitation in 2008 Gurjar unrest in Rajasthan Justice Chopra committee rejected Gujjars demand in the month of December in 2007.This time the stir continued for almost a month, i.e. between 23rd of May to 17th June 2008. The agitation was more violent and widespread this time as Indian army was called in to handle the situation. Unlike last time, The protests this time resulted into death of 37 persons, most of who died in confrontations.The agitation finally ended after Rajasthan Chief Minister Vasnundhara Raje agreed on a 5% reservation under a new special category.In the month of July in 2008, Gujjar quota bill was finally passed in the assembly.

Third Agitation in 2010,The ground for the third agitation which is going on presently was prepared 2009 when in the month of October High court stayed the provisioning of the 5% reservation to Gujjars. The reason was pretty straightforward. The implementation of this reservation policy would have resulted into reservation going past 50 % in state which is unconstitutional as the reservation should not exceed beyond 50% in normal circumstances. In few states like Maharashtra, reservation beyond 50% has been allowed in special circumstances. By this time the govt. too had changed in the state and Congress’s Ashok Gehlot had become the new Chief Minister.

In the month of May this year, Rajasthan Govt. granted 1% quota to the Gujjars and asked the community for the decision on rest 4% after the court’s judgment.
