Raised in a private sector family in the Western Indian Ocean littoral State of Kenya, Rishan de Silva completed his undergraduate degree cum laude from Columbia University in New York, USA, specialising in International Politics.

Rishan went on to work for the Tech company in the “silicon savannah” initially as Expansion Director and later as General Manager before moving to the University of Oxford to read a Masters in Social Anthropology. Following the unexpected change in Government in Sri Lanka in 2015, Rishan returned to his country and applied to work for Prime Minister Ranil Wickremesinghe later that year. Rishan was hired as a Senior Research Analyst under the Prime Minister’s Office, Ministry of National Policies and Economic Affairs, and Ministry of Finance in Sri Lanka. He would work for Prime Minister Wickremesinghe until he resigned in November 2019, following the resignation of Prime Minister Wickremesinghe. He was then appointed Executive Director of the Geopolitical Cartographer, a think tank formed by Former Prime Minister Wickremesinghe.

Rishan currently serves as Director of International Affairs for President Ranil Wickremesinghe of Sri Lanka. Alongside his academic and government background, Rishan brings a private sector approach, having held roles in various organisations and industries including Technology, Commodities, and Development Consulting.
