From time to time, urgent problems on the project come to the fore, and extraordinary actions are proposed to fix them. The consequence of rule-by-crisis is the steady erosion of institutional stability and the undermining of core principles. This damages the credibility of the most important norms on the project, and creates ad hoc hierarchies and power vacuums which are exploited by those who believe that the pursuit of power, their partisan agenda or misguided consequentialism.
The real crisis is the threat to the long-term health of the project from scaremongering, moral panics and opportunism.
