Franklin J.A. Quitugua was a Democratic member of the Guam Legislature serving from the 14th Guam Legislature to the 20th Guam Legislature, from January 3, 1977 to January 1, 1990.[1] He served as Speaker during the 19th Guam Legislature.

Franklin J. Arceo Quitugua was born in VILLAGE, Guam, on MONTH DAY, YEAR, to FATHER, former member of the Guam Congress, and MOTHER. He was the ORDINAL NUMBER of CARDINAL NUMBER brothers and sisters. His siblings were BROTHER, SISTER...

Franklin Quitugua attended school at NAME Elementary School and graduated from NAME High School in YEAR. Following his graduation, he moved to SOMEPLACE to study MAJOR at the UNIVERSITY/COLLEGE. Franklin earned his Bachelor of ARTS/SCIENCE in YEAR. After completing his undergraduate degree, Franklin Quitugua attended the UNIVERSITY and attained a doctorate in SUBJECT in YEAR.

Political Life[edit]

Franklin J. Arceo Quitugua first ran as a Democratic candidate for Senator in the Guam Legislature in 1976. He had the 9th highest number of votes. Franklin J.A. Quitugua was inaugurated on January 3, 1977 as a Senator in the 14th Guam Legislature.[1]
