Foreign interference occurs when a foreign power engages in activity which is intended to influence, subvert, or disrupt another state's national interests and sovereignty.[1][2] Such activity is typically corruptive, deceptive, and coercive.[2]
Whilst foreign electoral interference focuses on influencing electoral processes, foreign interference covers national interests generally.

Foreign interference is "conceptually opaque."[1] Different states have defined foreign interference slightly differently. The United State's Homeland Security defines foreign interference as "malign actions taken by foreign governments or foreign actors designed to sow discord, manipulate public discourse, discredit the electoral system, bias the development of policy, or disrupt markets for the purpose of undermining the interests of the United States and its allies."
