Bani Mustafa served as an elected Member of Jordanian Parliament for three subsequent terms (2010- Now), Bani Mustafa was the youngest elected MP in 2010, and won her second Parliamentary seat outside of the reserved woman’s quota seat. Throughout her career, Bani Mustafa has launched and served on committees to propel women rights in Jordan and the broader Middle East. Aside from tackling women empowerment, Bani Mustafa has expanded to work regionally and globally on human rights issues in general and on the youth, human security, and the protection of women and children from exploitation in particular. For her work in advocating human rights, Bani Mustafa stands an example for women initiative in Jordan. Bani Mustafa (born 1979) holds a Bachelor’s Degree in Law and a Master’s Degree in Psychological Counseling.
Political standing: She was the first woman to head a bloc in the Jordanian Parliament, and has represented Jordan in the Women’s Committee of the Parliamentary Assembly Union for the Mediterranean (PA-UfM). Within the Jordanian Parliament, Bani Mustafa has also served as Chairwoman of the Order and Conduct Committee. Bani Mustafa is currently a member in the Public Freedom and Human Rights Committee and the National Media and Orientation Committee. She is also the Head of the Parliamentary Initiative Bloc during the Second Ordinary Session of the 18th current parliament.
Regionally and Internationally, Bani Mustafa is a founding member of the Climate Parliament Network and a founding member of the Arab Parliamentary Forum for Development and Population. Moreover, in March, 2018, she was elected as the Vice Chair of the IPU Standing Committee on Sustainable Development, Finance and Trade representing the Arab Group, in which she has been a member since April 2017. In 2018, she occupied the position of Women Political Leaders (WPL) Ambassador for Jordan. RASED (a Jordanian NGO) ranked Bani Mustafa amongst the top five best performing Parliamentarians in both 2016 and 2017. She was selected among 50 international women leaders.
Women politics: During her second session in Parliament, Bani Mustafa became the first Coordinator of the Jordanian Women’s Caucus, currently holding the same position. She is the Chairperson of the Coalition of Women MPs from Arab Countries to Combat Violence against Women which consists of 13 countries. HRH Princess Basma is the Honorary Chairperson of the Coalition. This is currently developing into a potential wider Convention to Combat Violence against Women in the Arab Region. Besides the positions held, Bani Mustafa participates in a number of global conferences for women empowerment in Europe, the Americas, and the Middle East in order to expand and share her understanding. Recently, Bani Mustafa has progressed to become a trainer on advanced campaign skills for experienced politicians from 11 countries in the Middle East and North Africa.
Bani Mustafa has worked on a number of legislative amendments for the benefit of women, advocating civil rights for the children of Jordanian women married to non-Jordanians. In addition, she called for amendments to the Residency and Foreign Affairs Law on behalf of granting residency for the children of Jordanian women married to non- Jordanians. Also, she has lobbied to include a new article in the Penal Code criminalizing acts of sexual harassment, and advocated for the elimination of Article 308 which waives charges against a rapist if he marries his victim.
Legal expertise: Bani Mustafa is a practicing lawyer and an active member of the Jordanian Lawyer’s Association. She was appointed by Royal Decree to be a member of the Board of Trustees in the National Center of Human Rights, where she also serves as a Chairperson of the Legal Committee. In the Parliament, Bani Mustafa applied her legal knowledge as both the Rapporteur (16th Parliament) and participating member (17thParliament) of the Parliament’s Legal Committee.
وفاء بني مصطفى عضو برلمان مجلس النواب الأردني وهي عضو منتخب في البرلمان الأردني لثلاث مرات متتالية (2010-الآن) وكانت أصغر عضو فائز في الانتخابات في عام 2010، وقد حصلت على مقعدها في المرة الثانية خارج الكوتا المخصصة للنساء. خلال حياتها المهنية، شاركت وفاء بني مصطفى في لجان لدعم المرأة في الأردن والشرق الأوسط وتعتبر وفاء بني مصطفى مثالاً يُحتذى به في الأردن في طرح المبادرات ودفاعها عن قضايا المرأة. وإلى جانب اهتمام وفاء بين مصطفى بقضايا المرأة، توسعت للعمل على نطاق إقليمي ودولي في قضايا حقوق الإنسان عامة والشباب والأمن الإنساني وحماية الأطفال والنساء من الاستغلال بصورة خاصة. تحمل وفاء بين مصطفى (مواليد 1979) درجة البكالوريوس في القانون ودرجة الماجستير في الإرشاد النفسي.
الوضع السياسي: كانت وفاء بين مصطفى أول امرأة تترأس كتلة في البرلمان الأردني، ومثلت البرلمان الأردني في لجنة المرأة للجمعية البرلمانية التابعة للاتحاد من أجل المتوسط. كما عملت بني مصطفى رئيساً للجنة النظام والسلوك البرلمانية (البرلمان السادس عشر) وفي البرلمان الحالي بني مصطفى عضو في لجنة الحريات العامة وحقوق الإنسان ولجنة الإعلام والتوجيه الوطني. في بداية الدورة العادية الثانية للمجلس الثامن عشر تترأس بني مصطفى كتلة المبادرة النيابية.
وعلى الصعيدين الإقليمي والدولي، بني مصطفى عضو مؤسس في برلمان المناخ عن المجموعة العربية، وهي عضو مؤسس في منتدى البرلمان العربي للسكان والتنمية. وفي شهر آذار 2018 تم انتخابها كنائبة رئيس اللجنة الدائمة للتنمية المستدامة للاتحاد البرلماني الدولي ممثلة عن المجموعة العربية، وهي عضوة في هذه اللجنة منذ نيسان2017. وفي عام 2018 تم منحها منصب سفيرة القيادات النسائية السياسيةWPL للأردن. كما تم تصنيف بني مصطفى من بين أفضل خمسة برلمانيين أداءً لعامي: (2015 و2017) وفقاً لتقرير صدر عن (راصد) وهي منظمة مجتمع مدني تراقب أداء البرلمانيين/ات. وكما تم اختيارها كواحدة من بين أهم 50 شخصية نسائية قيادية عالمياً.
النساء في السياسة: انتخبت وفاء بين مصطفى لتكون المنسقة الأولى لملتقى البرلمانيات الأردنيات (البرلمان السابع عشر) وقد تم انتخابها في البرلمان الحالي لتشغل الموقع ذاته. وتشغل وفاء بين مصطفى منصب رئيسة ائتلاف البرلمانيات من الدول العربية لمناهضة العنف ضد المرأة المكون من 13 دولة عربية، والذي ترأسه فخرياً سمو الأميرة بسمة. ويجري حالياً العمل على إطلاق مشروع ميثاق/ اتفاقية عربية لمناهضة العنف ضد المرأة والفتاة والعنف الأسري في الدول العربية. إضافة إلى ذلك شاركت بني مصطفى في عدد من المؤتمرات العالمية لتمكين المرأة في دول أوروبا وأمريكا والشرق الأوسط من أجل تبادل الآراء والخبرات. وتعمل بني مصطفى كمدربة على مهارات الحملات الانتخابية لمشاركين مهتمين في هذا المجال من 11 دولة من دول الشرق الأوسط وشمال أفريقيا.
هذا وقد قامت وفاء بني مصطفى بتقديم مقترحات لقوانين لصالح المرأة، فعلى سبيل المثال لا الحصر نادت بمنح امتيازات مدنية لأبناء الأردنيات المتزوجات من غير الأردنيين بالإضافة إلى تعديل قانون الإقامة والحدود لصالح منح الإقامة لأبناء الأردنيات المتزوجات من أجانب، وطالبت بني مصطفى بإضافة مادة على قانون العقوبات لتجريم فعل التحرش، كما دعت إلى إلغاء المادة 308 والتي تعفي المغتصب من العقاب في حال تزوج من الضحية.
الخبرة القانونية: بني مصطفى محامية وعضو فعال في نقابة المحامين الأردنيين، وتم تعيينها بإرادة ملكية سامية كأحد أعضاء مجلس الأمناء للمركز الوطني لحقوق الإنسان، حيث تعمل أيضا كرئيسة للجنة القانونية. وفي البرلمان، طبقت بني مصطفى خبرتها القانونية كعضو ومقرر للجنة القانونية في (البرلمان السادس عشر) وكعضو مشارك في (البرلمان السابع عشر).
