The phenomenon refers to Admins or other such powerful creatures of WP:WikiFauna who use Wikipedia to satiate and nourish their sense of entitlement.

Such creatures tend to act like omnipotent beings who forgo their humanity, always ready to assume the high-ground in a debate and unwilling to take ‘lesser’ creatures or mere mortals of Wikipedia seriously if their arguments contradict their own WikiView. They are not willing to entertain for a second the thought that they may have found themselves on the wrong side of an argument, and they take offence at any such allegations by the ‘lesser’ WikiCreatures who have not attained yet particular success and titles in the world of Wikipedia.

If the 'lesser' creatures attempt to call them out on this irrational behaviour of assuming infallibility, it inevitably ends up in the 'lesser' creature being banned.

It should be noted that although sometimes amusing and often occurring in the world, this is not a constructive way to resolve standing issues and it hinders any substantive progress or growth in the current structure or state of system. An appeal to authority often results in reluctance to adapt and correct mistakes and so people in authority positions should welcome criticism and of course defend themselves from an equal standpoint as the critic as a means to grow and develop more robust and valid opinions.
