The shooting s at a military unit in Goseong, Gangwon Province, took place around 20:15 p.m. on June 21, 2014, in the 13th outpost of the 55th Regiment of the Korean Army's 22nd Infantry Division in Goseong County, Gangwon Province.[4] Lim Do-bin of the 22nd Infantry Division deserted from unit armed with a K-2 rifle and 60 rounds ammunition.[5] Immediately after the outbreak of the situation, the Ministry of National Defense set up an accident task force to take follow-up measures, while issuing a "One Jindo Dog" in Goseong, Gangwon Province. On the afternoon of June 22, a gun fight took place near Myeongpa Elementary School in Hyeonnae-myeon, Goseong-gun, and Lim ran away again at 11 p.m. on June 22. The Ministry of National Defense said they captured Lim Do-bin, who tried to kill himself by shooting him in the ribs with a rifle around 2:44 p.m. on June 23.[6]

Lim is known to have suffered hazing in the unit. And this was pointed out as one of the motives behind the crime.[7]

Shootings[edit]

At 10:52 p.m. on June 21, 2014, Yonhap News Agency reported that five soldiers were killed and five others injured when a gun accident occurred at a outpost of the Army on the eastern front of Goseong-gun, Gangwon-do.[5] It was once known that Yanggu-gun was the site of the outbreak, but this turned out to be a misinformation.[8]

The Army said, "Senior Sergeant Lim Do-bin (22) fired about 10 bullets of K-2 rifles, killing five people, including soldiers and noncommissioned officers, and injuring seven others." Lim was assigned to the outpost weekly guard duty from 2 p.m. to 7:55 p.m. on Monday. He was given a K-2 rifle, a grenade and 75 rounds of live ammunition when he was put on duty.[9]

Lim is supposed to return his weapons to the platoon after work, but he did not immediately return them.Then, 20 minutes later, at around 20:15 a.m., he threw a grenade and fired a shot at a fellow soldier at a three-way street on the outpost's rear supply route.He continued shooting at the fleeing soldiers and went into the dormitory and fired at people seen in the hallway. It killed five soldiers and wounded seven others.Three people died outside the dormitory and two inside the dormitory. Two of the injured were reportedly seriously injured. After the shooting, Lim deserted his unit with a K-2 rifle and dozens of ammunition.[10][11] "Considering that about a dozen casualties were reported with 10 shots, it appears that he fired actually aimed at the target." A ministry official said.[12]

Desertion and chase[edit]

After the situation broke out, the Ministry of National Defense set up a task force to deal with the accident as the head of the personnel and welfare office, Park Dae-sup (former chief of the 57th Infantry Division, and took follow-up measures, while issuing a "One Jindo Dog" in Goseong, Gangwon Province.They also set up checkpoints on major escapees and began searching and arresting him. They also urgently inspected a front-line fence, assuming that there was a possibility of Lim could defect to North Korea. [13]The military mobilized 3,500 troops from nine battalions to conduct the search.[14] But the criminal was not arrested early, even though he met the search party three times.[15] Criticism arose over the belated move to issue a Jindo dog two hours after the shooting.[16]

On the 22nd, the platoon leader of the search team who was chasing Lim fired two shots first, and when two noncommissioned officers of the same company approached them, the platoon commander fired three shots to officers in a daze, and two noncommissioned officers responded with six shots, one of which penetrated the arm of the platoon leader Kim. Previously, a spokesman for the Defense Ministry claimed that the wounded platoon leader had been engaged with Lim. About 500 residents near Myeongpa Elementary School were evacuated to nearby schools and gymnasiums. The military said that broadcasts continue to encourage Sergeant Lim to surrender using helicopters and vehicles, and that "the Sergeant's parents are also recommending him to surrender at the scene." The Ministry of National Defense also deployed all personnel in the outpost area of the 22nd Division of the Army to prevent the deserter from defecting to North Korea, raising the alert to the highest level and operating it , and said that if the deserter do not surrender, he can be killed.[17]


However, Lim fled again at 11 p.m. despite his parents' persuasion. Sergeant Lim refused to respond and fled when the troops who had built the cordon attempted to recover at around 11 p.m.[18] While fully armed soldiers were deployed throughout the village to enhance safety preparedness, the military reacted negatively to the possibility of a "misfire" of special forces being deployed at night.


Capture alive[edit]

On the 23rd, the military deployed a 703 special force to chase Lim and deployed snipers in case of emergency. [19]At 8:40 a.m. on the 23rd, soldiers mistook each other for misfire, causing the corporal to be injured by passing through the temple on the right. At 8:20 am on June 23, the military approached Lim and 7 to 8 meters away and recommended surrender. At 11:25 am, 703 special performance captain, special performance captain, 8th army chief with Lim's parents and brother tried to persuade him saying. But Lim replied, "I've done a awful job anyway. If I go back, I'll be executed." Their conversation lasted until 2:55 p.m.[20] At 2:25 p.m., half an hour before the suicide attempt, Lim demanded paper and pens. The Ministry of National Defense said they captured Lim, who was trying to kill himself by firing his side with a rifle around 2:44 p.m. on June 23. Next to Sergeant Lim was a suicide note that seemed to have been written with a pen provided. According to the Ministry of National Defense's announcement on June 24, the suicide note contained apologies to the families of the victims, including their parents. Sergeant Lim, who injured himself with a gun, was taken to a hospital on the 23rd and underwent emergency surgery to cut off part of his left lung before being taken to an intensive care unit to recover.

Background[edit]

The 22nd Infantry Division was the site of the incident in June 1984, in which private first class Cho Joon-hee fired a gun at dormitory and threw a grenade, killing 15 soldiers and injuring 11 others. Later, Private Cho defected to North Korea. In December 2005, two reservists, including a 26-year-old sergeant identified only by his surname Jeong, stole two K-2 rifles, six grenades and 700 ammunition from a subordinate unit of the 22nd Infantry Division. In 2012, a North Korean soldier crossed the fence and came to the South Korean military GP, knocking on dormitory door without get caught, and applying for defection.The 22nd Division commander was also reprimanded by President Lee Myung-bak for his poor borders on North Korea and his military discipline.[21] In the wake of a number of gun accidents at the 22nd Infantry Division, the Army took measures to change the name of the unit from "brain-bellion unit" to "Yulgok unit" in 2003 to mark the 33rd anniversary of the unit's founding. The unit's name change is unusual and has been interpreted as a link to a series of accidents.


The reason why Sergeant Lim who was able to go back to his home soon from conscription system went on a shooting spree was a mystery.[22] The Munhwa Ilbo reported that Lim's suicide note was written in the form of a suicide note just before he attempted to commit suicide, saying, "I had a hard time living in the unit because I was ostracized by my predecessors and successors." Lim is said to have suffered a hazing that has been ostracized by the entire upper and lower ranks since the corporal's rank was attached in June. Based on the memo left by Lim and the analysis of the first interview of the 55th Regiment, the Army's Central Investigation Team confirmed that internal conflicts and discord between Lim and other members of the unit were serious. According to the unit members' statements, "Senior Sergeant Lim was often excluded," "He was bullied by a senior soldier and was not recognized by his successor." The dead corporal reportedly took a vacation in mid-May and confessed to his younger brother, saying, "One of my seniors (soldiers) had a problem, and I don't know if I should treat him properly." These hazings were blamed for the shooting.

KBS also pointed out that although it has been 9 years since the campaign to improve the barracks culture (2014), there are still bad practices such as abuse and personal attacks.[23]

Casualties[edit]

The five people killed during the shooting were Sergeant Kim Young-hoon, Corporal Jin Woo-chan and Private Lee Bum-han. On June 22, the Ministry of National Defense announced that the bodies of the five victims will be transported to the Armed Forces Capital Integration Hospital in Seongnam City. A memorial altar for the victims was set up at the Armed Forces Capital Hospital on Sunday. The Ministry of National Defense decided to honor them as "dead soldiers," but some of the bereaved families demanded that they be treated as "war dead."


Four hours after the accident, two of the injured were transported by helicopter to the Armed Forces Capital Hospital in Seongnam, Gyeonggi Province, four were transported to the Armed Forces Gangneung Hospital and one to Gangneung Asan Hospital. At 2:23 p.m. on June 22, a 25-year-old platoon leader, identified only by his surname Kim, was taken to Asan Medical Center in Gangneung with a penetrating wound in his arm for emergency surgery. Among the wounded soldiers were twin brothers who joined the army together. The twin brothers took care of each other even when they were rushed away after being hit by bullet and grenade fragments. Sergeant Kim (22) joined the army with his brother, who said, "I want to take care of my brother in the same unit." Upon arriving at the hospital, his brother reportedly asked him to take him to where he was as soon as he heard that his brother had gone to another hospital.

Reaction of press[edit]

Blue House held a meeting of senior secretaries presided over by its chief of staff Kim Ki-choon at 2 p.m. on June 22 to discuss countermeasures against the shooting. "Unfortunately, I am sorry that this happened on the day the president returned from his trip," Kim Ki-choon said at the meeting. "We sincerely apologize for causing concern to the people," said Kim Min-seok, a spokesman for the Ministry of National Defense. "We will offer our deepest condolences to the families of the dead and injured, and will do our best to provide all necessary support and efforts." Prime Minister Chung Hong-won said, "The military. We must promptly arrest armed deserters under the auspices of police to prevent further damage," he told the defense minister and the police chief. Saenuri Party spokesman Ham Jin-kyu said in a commentary on June 22 that "it is really sad that such a terrible incident has happened," and consoled the victims, their families and wounded soldiers. He then demanded that the military make all-out efforts to promptly arrest them to prevent further casualties. Kum Tae-sup, a spokesman for the main opposition New Politics Alliance for Democracy, called for a thorough investigation of the accident and a strong measure to prevent such an incident from happening again on the front line.[24] The first plenary session of the National Defense Commission in the second half of the 19th National Assembly on June 24 began with a silent tribute to the victims of the shooting rampage at a military unit in Goseong, Gangwon Province.[25] take responsibility for the defense minister, saying, "Defense Minister to be responsible about the incident ought rather to Cheong Wa Dae in place and sit down.", is Ahn Cheol-soo.[26]

The Process and Results of the Trial[edit]

In October 2014, the Army took disciplinary action against the two division chiefs, holding them responsible for conducting and supervising the shooting of the 22nd Division outpost Lim Byeong-jang and the death from assault of the 28th Division's private Yoon Seung-joo.

The second trial of Sergeant Lim Do-bin was held at the General Military Court of the First Army Command on Sunday. Lim Byeong-jang's lawyers released the investigation records counseling log containing statements that Lim was ostracized by military officials and his successors, claiming that he was hazed. The military prosecution refuted the claim, saying, "Although the number of troops has reached 40, only three to four have taken the lead in bullying."[27] On February 3, 2015, the General Military Court of the First Army Command sentenced Sergeant Lim Do-bin to death. "The accused committed persistent and planned crimes, including the murder of an unarmed comrade in his dormitory," the court said. "A dramatic sentence is inevitable for the brutal crime of shooting a gun at an innocent comrade."[28]

On August 17, 2015, the High Military Court of the Ministry of National Defense, an appeal, also said, "He had fired grenades and guns at fellow soldiers and superiors who perform sacred defense duties in the frontline units of the North Korean army and near-by-the-way." He said, "It caused a significant gap in national security and led to a decline in public confidence in the military and morale.

Although it is confirmed that Sergeant Lim Do-bin appealed, the ruling of the Supreme Court's all-out agreement (Jurisdiction Park Sang-ok, Supreme Court Justice) on February 19, 2016 concluded that "Sgt. Lim Do-bin is intelligent, harsh, and obviously killed five of his comrades as anti-social criminals."Eventually, the death penalty was confirmed.
