WP:Lead indicates how to structure the first section of an article. The very first sentence is crucial: it must indicate who the person is and in what way(s) are they notable enough to have an article on wikipedia. see Wikipedia:Notability (people) and specifically Wikipedia:Notability (people)#Politicians for politicians. If your Bill qualifies then he should have an article. Any claims you make about his notability will need to be verified by reliable sources which are independent and checkable. Notability is clearly established by his being an Officer of the Order of Australia and verified by the Australian Government reference. Furthermore certain parts are bolded the first time they appear. I've given you an example of the first few sentences of the Lead below. I've now moved the hatnote and infobox into place.

William Albany "Bill" McKenzie AO (1928–1991) was an Australian politician who held office as Mayor of the City of Fremantle (1972–1984) in the port city of Fremantle, Western Australia, a suburb of the state capital, Perth. McKenzie joined the city council in 1965.[1] On Australia Day (26 January) in 1983 he was appointed an Officer of the Order of Australia for "service to local government and to the community".[2]
