Early Life and Education
Zoe C. Y. Taylor Doe was born in Taylor's Farm, Bomi County, Liberia. She pursued her education in Ghana, Liberia, and Ireland, earning several certificates and accolades. She received her high school diploma from the Holy Trinity Cathedral Senior High School in Ghana, where she was a science major. At the United Methodist University in Monrovia, Liberia, she earned an Associate degree in Nursing (2008-2011) and a Bachelor’s degree in Nursing (2012-2013), both with high honors (Summa Cum Laude). She furthered her studies with a Master’s degree in Global Health from Trinity College Dublin, Ireland (2018-2019). Zoe has received numerous certifications, including being a registered nurse in both Liberia and the United States. She has also completed several capacity development programs and trainings in South Korea, Ireland, and Liberia earning her certificates in healthcare policy, safeguarding vulnerable adults, medicines management, Fire Training, Learning Program on the Mental Health Act, 2001 (Ireland), and Hand Hygiene for Clinical Staff.
Career
Zoe C. Y. Taylor Doe is a distinguished health services management leader with over a decade of technical and executive-level experience. Her career encompasses various roles within esteemed institutions such as the Ministry of Health Liberia, United Methodist University, Bomi County Community College, Clara Town Health Center, and Liberia Government Hospital, Bomi. Zoe's expertise includes health policy, strategy and program development, technical report writing, fundraising, stakeholder management, capacity building, financial management, human resources management, and nursing education.
As Deputy Director of the NCDI Division for the Ministry of Health in Liberia, Zoe has overseen scores of staff across various roles and functions. She has been pivotal in the development and implementation of national health policies and strategies, including Liberia's first National NCDI Policy and Strategy (2017-2021), Liberia's first Cancer Policy and Strategy (2018-2022), the Liberia NCDI Commission Report, and the development of indicators and ledgers for NCDIs in Liberia. Zoe has managed significant health programs, secured grants, and fostered partnerships with major organizations such as the World Diabetes Foundation (WDF), World Health Organization (WHO), Partners in Health (PIH, Liberia), and Clinton Health Access Initiative (CHAI). She worked with local stakeholders on various health initiatives including the preparation of a grant proposal for the national NCDI program in Liberia, aiming to enhance the country’s response to NCDIs, including diabetes.

Zoe has contributed significantly to research and publications in the healthcare sector. She co-authored a landmark article in The Lancet on global NCDIs, collaborating with international experts. The article highlights the challenges and successes in managing NCDIs worldwide.
She actively contributed to the Liberia NCDI Poverty Commission, which officially launched its report on November 14, 2018. The event aimed to address NCDIs and poverty in Liberia, emphasizing the importance of health policy and program implementation. She also coordinated the research and writing of the Liberia NCDI Commission report in 2018. She engaged stakeholders, gathered data, and made substantial contributions to the recommendations and strategic actions of this report. The report aimed to address the scale and pattern of the NCDI burden among the poorest populations, identify priority interventions and consider financing strategies for NCDIs in countries where the poorest billion live.
Her research interests includes examining the challenges associated with fragmented health system programming that result in the disintegration of NCDI services in Liberia, as well as contributing to national documents and developing indicators for effective project implementation in the health sector.
