Philippine seal fair use images

Why are you changing the template on the city seals to say that there is no fair use rationale, as you do in this edit? --kelapstick^(bainuu) 19:43, 28 December 2015 (UTC)

All non-free Philippines government have to have 'image has rationale=yes' only by To patrollers and administrators: and none has done it. (In addition, many of the images are too big. Sure be much smaller than 100K / physical size 150 pixel square.) 帅哥英 (talk) 22:47, 28 December 2015 (UTC)

Regardless of the size, if the image has a rationale, it should be set to yes. All the images you have changed had a rational, and you are changing the template to say that it doesn't. --kelapstick^(bainuu) 23:00, 28 December 2015 (UTC)
