I have contacted Dominic who issued the block to look into it. If I recall correctly, having dealt with this issue some time ago, is that this is part of a range block; there is an entire range of addresses that are blocked for all using open proxies, and this may fall in that range. According to the blocking admin, this is a valid rangeblock designed to prevent abuse from an open proxy that uses the entire /24 range that you note above. However, he also stated that he would be OK with granting you IP Block Exemption so that you may edit while this block is in place.
