The GA was added by the previous edit to yours (i.e. disruptive editing) not by consensus of the community. See wp:Good article for how to get a page nominated. Just adding the padlock does not protect the page. Yes, if you become an admin, you can protect a page. I would encourage you to become an admin. You wouldn't want me as one.
