I am editing from IP address 108.91.78.61. I made an edit a few weeks ago. I went to edit today and was refused, with a message that started: "Editing from 23.83.0.0/18 has been blocked (disabled) by NinjaRobotPirate for the following reason(s): The IP address that you are currently using has been blocked because it is believed to be a web host provider." I'm not sure how 23.83.0.0/18 is related to this IP address. I'm editing straight from my DSL provider. It seems like some wires may have been crossed. Decline reason:

This IP is not blocked. For all I can tell, it belongs to AT&T. The IP range 23.83.0.0/18 indeed is blocked; it belongs to Nobis Technology Group. Thanks for your quick reply. No, I'm not using a VPN or web hosting service. I'm editing straight from my IP provider. I don't use any products or services from Nobis Technology Group. I edited successfully a couple of weeks ago using the same setup. The block on the IP range was apparently placed back in May, so I don't understand why I could edit before but not now. I just rebooted the router and the computer, but still the same message. 23.83.0.0/18 is indeed a norbis / leaseweb owned colocation webhost. This block is almost certainly a result of attempting to edit via a proxy / vpn / other anonymizing service. Phab ticket T207609 is relevant to this request. The effects of this block should go away within about 24 hours so long as further edits aren't attempted via the anonymizing service. Specifically - the block message says: If you have never edited Wikipedia before and/or do not have an account, consider requesting one at https://accounts.wmflabs.org/, which allows you to edit despite the block on your IP address. Requesting an account should indeed work. Once you have one, you may want to log out, take a screenshot of the block message that you see when you try to edit from this IP, and report this issue as a bug via Phabricator (see also WP:Bug reports and feature requests; you need an account to report a bug). Thanks for your help. I've submitted a request, and taken a screen shot of the block message in case that helps. I don't understand the nature of this "bug". Let's see how it goes.
