No proof ever given about alleged sockpupettry. I did not violate a single Wikipedia rule ever. The rejection of my first request makes no sense since there were no sockpuppet investigation at all where my IP was reported

I'll repeat: No proof ever given about alleged sockpupettry. I did not violate a single Wikipedia rule ever. If someone like Eppstein is free to block my IP for no reason, then what use to request the creation of an account at WP:ACC? He can do the same against my created account. Before creating an account I'd like not to be someone with the account already marked as a puppet for no reason.

Decline reason:

Your account is not "already marked as a puppet" as you don't have one. Also, you will not get this IP unblocked by casting aspersions on what an admin might do next. Do you want to be able to edit? I'll repeat: No proof ever given about alleged sockpupettry. I did not violate a single Wikipedia rule ever. @Boing! said Zebedee Your account is not "already marked as a puppet" as you don't have one. You distorted intentionally what I said. I was talking about a newly created account that will bear a clear connection to the blocked and marked as a puppet IP address for no reason. Also, I am not casting aspersions rather pointing at the arbitrary block of my IP.

Decline reason:

The block is not "arbitrary"; it has been placed because this IP has been used by a serial sockpuppeteer. That may or may not be you; we have no way of knowing who is actually sitting at the keyboard.
