You have responses. The process to do what you want is covered at WP:MOVE but as you were told, this should probably be discussed. And you wouldn't be able to do this as an IP. It is required that you follow the advice at WP:PAID.
You don't need to log into an account to edit an article, but registered users are taken more seriously. And you certainly don't need to be logged into the account of the person who created the article.
