You must be logged-in, have 500 edits and an account age of 30 days. You can make edit requests. See WP:MAKINGEREQ. Many, if not most articles that are within scope of the extended confirmed requirements have not been protected. I don't understand it either. The extended confirmed requirements have no dependency on whether a page has been protected. There is a section at the top of the talk page with some information about the restrictions.
