I saw you note of Joe Decker's page, and I have some doubts about the actual value of the advice he gave you. Please see my comments there. Opinions sometimes differ here, and anything can happen, but based on my experience, I think it is fair to predict that regardless of permissions an article like that would be judged promotional and quickly deleted. And I would furthermore be surprised as an OTRS volunteer myself if any OTRS volunteer accepted the licensing. I explain there, and give you the best advice I can how to make a sustainable article.
