Rfam entry new article for review -- notability?

Hello, Allen,

I reviewed a new Rfam article via the AfC backlog project. I declined it because 1) it was too dense for a college level general interest reader to understand at even a high level, and 2) I could not find notability independent of the Rfam project itself and the article publishing the new RNA splice site.
