This is a slightly complicated question, but hopefully I can help you sort it out.

Simple answer is if you take images from a journal article and rearrange them a bit, they're still copyright the original authors (or in this case, Elsevier, since they tend to claim most rights associated with journal articles). At the very least, the journal probably claims copyright over the captions and formatting.

The images themselves are a different question. It's unlikely that the authors took a trip to Io and shot them themselves. So the question comes down to who actually owns the the original images. According to the Wikipedia article on Io, prior to 2004 the moon has been photographed from Pioneer 10 and 11, Voyager 1 and 2, Galileo and Cassini. All are NASA missions, so the original images aren't copyright (although, again, the captions are). Two of the images are recoloured, and that might count as creative work (depends on if it was done by the authors of the study, and if so, whether they are US government employees). The journal article should credit the original source.

In this case, the easiest thing to do would be to do would be to see if you can find the images on NASA's website. For example, there's this collection of images of Io here and there are probably others. Something from that website would, presumably, be in the public domain and could be tagged as {{PD-USGov}} -- Ian (Wiki Ed) (talk) 13:17, 25 March 2015 (UTC)[reply]

I couldn't find the image I am looking for in the NASA gallery. however, I am taking a different path here.
