Brijendra K. Syngal

Brijendra K. Syngal (B.K. Syngal) is presently, Senior Principal, Dua Consulting, New Delhi, India. He heads the Consulting and Advisory team of Telecom Experts in the disciplines of Licensing, Regulation, Policy Formulations and Government Affairs. He provides services to a large number of Telecom Clients, both National and Multi-National, in these areas. A few of them are in the Fortune 500 hundred list.

Between January 2001 and September 2007, Mr. Syngal has served as Vice-Chairman, BPL Communications Limited, Chairman, Broadband, Internet and Technology Solutions Businesses and Wirefree Innovision Technologies Limited at BPL Innovision Business Group. He was the Chairman of all the Boards and responsible for all licensing, regulatory and policy making decisions. The Group had investments in excess of Rs. 3,500 crores in the Telecom space with foreign partners like AT&T, France Telecom and foreign strategic investors like, AIG, CDG etc.

Between July 1998 and January 2001, Mr. Syngal served as Chairman, Reliance Telecom. He was responsible for all Telecom initiatives for the Reliance group. He created a blue print of an infrastructure for the Converged Society. Mr. Syngal's initiatives over the two years at Reliance resulted in defining the vision and the strategy in the area of Telecom for the group. As a result of this vision and strategy, the Reliance group decided to invest US$ 4 billion in the next two years. This investment created the necessary infrastructure of about 25,000 kms of optical fibre backbone and access network for about 5 million homes to deliver voice, data and video services seamlessly.

Previously between July 1991 and June 1998, Mr. Syngal was the Chairman and Managing Director of Videsh Sanchar Nigam Ltd. (VSNL), India's exclusive provider of international telecommunications services. At VSNL, Mr. Syngal led its transformation from an overseas switched-voice company to an internationally recognized telecommunications company offering a full range of basic and value added international telecommunications services.

Mr. Syngal is recognized as the father of the Internet and data services in India. It was during this tenure that the company was awarded the "Navaratna" status by the Govt. of India (one out of the nine jewels of the Govt. of India) and also became one of the top ten companies in terms of market capitalization, profits, etc. at the Indian Stock Exchanges. The success of VSNL was reflected in the company's growth from 1991-1998 when VSNL's revenues increased from US $515 million to US $1.6 billion and profits from US$32.5 million to US$240 million. Again, it was under Mr. Syngal's leadership that VSNL conceived and executed its highly successful GDR issue in 1997 raising US $527 million to fund its aggressive investment plans of US $1.4 billion over the next five years. It was the largest GDR to date to be listed on the London Stock Exchange, the largest GDR issued out of India and the third largest out of Asia (excluding Japan).VSNL is now an international company, both in terms of the services it offers and its ownership. Under Mr. Syngal's chairmanship, VSNL also contributed to the explosive growth of India's software industry. The software growth increased from US$60 million in 1991 to US$2 billion in 1997-98. Employment in software sector increased from 40,000 to 6, 00,000 in the same period.


Roles in the International Telecoms Arena, Over these years, Mr. Syngal has played a major role in the International Telecoms arena shouldering onerous responsibilities such as:

• Chairman, Commonwealth Telecommunications Organisation (CTO), London, • Councillor for India INMARSAT Council, London, • Vice Chairman, ICO Board; Chairman of Governance Committee ICO; and Director, ICO Global Communications (Holdings), Cayman Islands and; • Governor, INTELSAT Board, Washington DC.

Awards and Recognitions, He is the recipient of a large number of awards in recognition of his outstanding contribution in the field of telecommunications. These include:

• “Telecomm Man of the Decade” award, by the Wisitex Foundation, India, • “Partners in Progress” award, by the Govt. of Maharashtra, • “International Excellence Award – 1994” in recognition of his outstanding contributions to the field of telecommunications both in India and abroad, and; • “One of the fifty Stars of ASIA for the year 1998”, named by the Business Week magazine, A McGraw Hill Publication. • “Life Fellow of IIT Kharagpur” for his outstanding achievements and contributions to the Institute and Society. • Recently awarded Sir John Ambrose Fleming Medal for achievements in Communications by The Institution of Engineering and Technology (UK)

Additional Professional Activities, Currently, Governor of the International Council for Computer Communications, Washington D.C., on the Advisory Committee of G. S. Sanyal School of Telecommunications, Indian Institute of Technology, Kharagpur, Director, Zee Telefilms Mumbai, Sonata Software Ltd.. He was also Member of the Board of Governors of the Indian Institute of Information Technology at Allahabad, India, during the formative years.[1]

Academic Qualifications and Professional Memberships:

Mr. Syngal holds a B.Tech (Hons.) and M.Tech, from IIT Kharagpur, India. He is C.Eng (UK), M.I.E.E. (UK), Sr. M.I.E.E.E. (USA), and F.I.ET.E. (India). He is also Member London Court of International Arbitration. Mr. Syngal is married, has an son daughter and a grandson.
