If you read through the discussion on the WPA talk page, you'll see what was chosen as the criteria for selecting a head image: image quality. Sure, it can be any generation, whichever generation has the best photo available. There are both guidelines and example photos on the conventions page, even if there are more understood than written guidelines. (For example, most users understand that excess glare is undesirable, even if no one thought it was necessary to spell that out.) IFCAR (talk) 12:33, 12 May 2008 (UTC)[reply]
