I hope I didn't offend you by removing the words about "odd placement". My thought was the sentence starts with this phrase and also finishes with it. Is it possible to find different wording? Otherwise I'm happy to leave it as you have written it. I had a relook at this as it appears as if the Parish Council might DO something now that they have sent out a survey of their own.

I am pleased to find that I'm not the only one who is working on this .... please feel free to slash, edit and add some more stuff
