Please check as to your latest edit on the above article, your contribution was repositioned. The editor who revised the section noted: "Move out of place cost overrun part and put with unit cost increase in Development section. Remove redundant info and wording." FWiW, the reference notation was simply reformatted as a repeat of an earlier source. Bzuk (talk) 17:26, 21 March 2010 (UTC).[reply]
