Major Points

Great research and extensive list of references. I think some work reorganizing the headings structure is needed, I'd recommend looking at a commensurate article's format. I'd like to know more about what legislation and programs the government has implemented to promote renewable energy. I also think any studies, benefits, or other outcomes of using alternative energy could enrich the article. I'm also curious if there's more information on why there is so much renewable energy in Costa Rica beyond the self-explanatory hydro. Does public sentiment account for it, history of the country, or just happenstance?

Also, I assumed the controversy around dams would have some opposition to dam building from activists or studies showing upstream disturbances due to the dam. May be worth researching if this exists or not.

Minor Points

Add Renewable Energy to the Sources heading, or Sources of Energy 'Renewable energy resource rich' might sound a little better. Remove 'Finally' from the second to last sentence in the Dams section. Consider editing the heading structure, I don't think there should be so many with the headers with lines beneath them (reserved for title, sources, etc.).

Summary

The article goes into detail about the nation of Costa Rica's energy sources. It discusses and explains the many different sources of renewable energy that make Costa Rica so uniquely capable of supporting its energy costs with almost entirely renewable energy. The article is consistent with detailed numbers, facts and statistics to support the statements being made as well as reference to legitimize any claims. It also highlights the larger entities, unions and governance factors related to the nations developing renewable energy policies

Major Points

Broad overarching review of the energy sources. Lots of research was clearly done on different related topics. I would suggest giving a little more background detail or anecdotes to each subtopic to make it more comprehensive and encompassing, especially the sections that could use slight explanations. Review the hierarchy of the section headings, bold versus underlined. Too many sections have large headings. Maybe try underlining once for Renewable Energy and once for Government / Organizations and see how that looks.


Minor Points

We may be familiar with how hydroelectric and geothermal works but a more in depth explanation of why Costa Rica's landscape is so unique could be useful. A good idea may be to compare Costa Rica's rainfall and water per capita ratio to other regions to give a sense of how they are situated to take advantage, numbers often become abstract things without a reference to compare to. Also, Costa Rica is pretty unique, not just because they can take advantage of renewable energy but because they actually commit to it. There are reasons for this in history and politics, Costa Rica has a particularly interesting recent environmentally related history - a brief paragraph explaining the unique socioeconomic conditions of the past 40 years or so could be very worthwhile. Cost Rica spends money on social programs and not military you say, don't discuss this but quickly reference why in a sentence or two. There is a lot of controversy in US over dams, what about in Costa Rica, you could explain the locals understanding and perspective in contrast to the US.

Voting in the 2016 Arbitration Committee elections is open from Monday, 00:00, 21 November through Sunday, 23:59, 4 December to all unblocked users who have registered an account before Wednesday, 00:00, 28 October 2016 and have made at least 150 mainspace edits before Sunday, 00:00, 1 November 2016.

The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.
