Saw your edit at Wikipedia talk:OTRS noticeboard - not the most appropriate venue, but hey - and the place to start a new article is using the Article wizard, that way you can develop your article as you go along and can ask for advice and guidance during its development rather than worrying that its adequate or perfect straight from the off.
