Administrators' newsletter – February 2020

News and updates for administrators from the past month (January 2020).

Guideline and policy news

  • Following a request for comment, partial blocks are now enabled on the English Wikipedia. This functionality allows administrators to block users from editing specific pages or namespaces rather than the entire site. A draft policy is being workshopped at Wikipedia:Partial blocks.
  • The request for comment seeking the community's sentiment for a binding desysop procedure closed with wide-spread support for an alternative desysoping procedure based on community input. No proposed process received consensus.

Technical news

  • Twinkle now supports partial blocking. There is a small checkbox that toggles the "partial" status for both blocks and templating. There is currently one template: {{uw-pblock}}.
  • When trying to move a page, if the target title already exists then a warning message is shown. The warning message will now include a link to the target title. [1]

Arbitration

  • Following a recent arbitration case, the Arbitration Committee reminded administrators that checkuser and oversight blocks must not be reversed or modified without prior consultation with the checkuser or oversighter who placed the block, the respective functionary team, or the Arbitration Committee.

Band of the National Police of Peru

Hi, Chetsford, and thanks for starting the article on the Band of the National Police of Peru. Are you planning to nominate it for DYK? I think it already meets the requirements. I'd be happy to help with the nom if you're busy with other tasks. = paul2520 (talk) 14:37, 5 February 2020 (UTC)

paul2520 - thanks for reading it! I actually just DYK'ed it the other day! Chetsford (talk) 22:09, 6 February 2020 (UTC)

New Page Reviewer newsletter February 2020

Hello Chetsford,

Source Guide Discussion

The first NPP source guide discussion is now underway. It covers a wide range of sources in Ghana with the goal of providing more guidance to reviewers about sources they might see when reviewing pages. Hopefully, new page reviewers will join others interested in reliable sources and those with expertise in these sources to make the discussion a success.

Redirects

New to NPP? Looking to try something a little different? Consider patrolling some redirects. Redirects are relatively easy to review, can be found easily through the New Pages Feed. You can find more information about how to patrol redirects at WP:RPATROL.

Discussions and Resources
Refresher

Geographic regions, areas and places generally do not need general notability guideline type sourcing. When evaluating whether an article meets this notability guideline please also consider whether it might actually be a form of WP:SPAM for a development project (e.g. PR for a large luxury residential development) and not actually covered by the guideline.

DYK for Band of the National Police of Peru

On 26 February 2020, Did you know was updated with a fact from the article Band of the National Police of Peru, which you recently created, substantially expanded, or brought to good article status. The fact was ... that the Band of the National Police of Peru has the oldest music library in the country? The nomination discussion and review may be seen at Template:Did you know nominations/Band of the National Police of Peru. You are welcome to check how many page hits the article got while on the front page (here's how, Band of the National Police of Peru), and it may be added to the statistics page if the total is over 5,000. Finally, if you know of an interesting fact from another recently created article, then please feel free to suggest it on the Did you know talk page.

Administrators' newsletter – March 2020

News and updates for administrators from the past month (February 2020).

Guideline and policy news

  • Following an RfC, the blocking policy was changed to state that sysops must not undo or alter CheckUser or Oversight blocks, rather than should not.
  • A request for comment confirmed that sandboxes of established but inactive editors may not be blanked due solely to inactivity.

Technical news

  • Following a discussion, Twinkle's default CSD behavior will soon change, most likely this week. After the change, Twinkle will default to "tagging mode" if there is no CSD tag present, and default to "deletion mode" if there is a CSD tag present. You will be able to always default to "deletion mode" (the current behavior) using your Twinkle preferences.

Frank Russell Company and Russell Investments

Hello again! I hope 2020 is treating you well thus far. I'm wondering if you might be willing to assist with a small project.

I've been working with Russell Investments to address the highly problematic Frank Russell Company article, which is very confusing and currently covers both Frank Russell Company and Russell Investments. User:Matthew hk proposed a split a year ago, but so far does not seem interested in helping to address the multiple tags at the top of the article. I am currently looking for an editor who would be willing to review my proposed Russell Investments draft article and copy over to Russell Investments appropriately. I've disclosed my conflict of interest on my profile page as well as the Frank Russell Company's talk page. My goals are to fork out a separate page for the company from the Frank Russell Company article, then reduce the Frank Russell Company page to a stub since much of the content is not applicable, poorly sourced, or even unsourced. I think you'll find the proposed draft is appropriately sourced and neutral, and I'm happy to answer any questions or concerns you or other editors may have. Thanks for your consideration, Inkian Jason (talk) 16:14, 2 March 2020 (UTC)

Inkian Jason - I'll check it out right now! Chetsford (talk) 23:08, 2 March 2020 (UTC)
Inkian Jason - please see the note I left on the article's Talk page. I'm unlikely to closely monitor it so, if no one has offered any serious objections by Friday, please ping me again and I'll implement the move. Chetsford (talk) 23:15, 2 March 2020 (UTC)
Thank you, I will be in touch soon. Inkian Jason (talk) 15:23, 3 March 2020 (UTC)
No rush, but I am back to remind you about the request at Talk:Frank_Russell_Company#Split to copy over User:Inkian Jason/Russell Investments appropriately to Russell Investments, and to reduce Frank Russell Company to a suitable stub, in an effort to split the article and address the tags at Frank Russell Company. I've not seen any objections, so I hope you're able to help with this at your convenience. Thanks again. Inkian Jason (talk) 16:42, 6 March 2020 (UTC)
Inkian Jason - done Chetsford (talk) 19:31, 8 March 2020 (UTC)
Thanks again for your help with this project. I have two other projects that have stalled, if you're willing to review other requests, otherwise I will keep trying to find editors who can assist. Inkian Jason (talk) 17:04, 9 March 2020 (UTC)

Thanks again for your help. I have a final request here, where I've already updated the draft page per your previous requests, if you have a moment to take a look. Inkian Jason (talk) 18:30, 8 April 2020 (UTC)

Hi, Chetsford. I wanted to follow up on this request to update leadership roles and remove one use of the 'buzzword' template in the Pitney Bowes article. I provided markup for the entire article for easier review, per the previous edit request you reviewed. This is my last outstanding request. If you're uninterested, I'll try some WikiProject outreach. Thanks again either way! Inkian Jason (talk) 18:18, 16 April 2020 (UTC)
Done This request has been reviewed. Take care, Inkian Jason (talk) 18:49, 28 April 2020 (UTC)

Malcolm Norwood (runner)

Greetings! I was working with several students this semester and engaging them in a course project to turn Wikipedia links from red to blue. It was successful in that several students saw their research and work stand in Wikipedia, and in turn, saw the website as something in which they could participate. One of the articles they created was Draft:Malcolm Norwood (runner). It needed a little cleaning up and could use even more material, but it did result in adding an athlete that was previously not linked to Wikipedia. After discussing with other Wikipedia editors, I have seen that Norwood meets criteria for inclusion. He competed in the IAAF World Cross Country Championships (WP:NTRACK point 1) and finished as a national champion, aka, the highest level outside of the Olympic Games, with his title. Would you be able to assist in helping get this student's article moved from RfD to published (or at least draft incubation for more research?)Comm260 ncu (talk) 17:47, 4 March 2020 (UTC)

Hi Comm260 ncu - the version the student originally submitted and which I reviewed [2] did not include that he had competed in the IAAF World Cross Country Championship or that he was a national champion. However, the current version does; you're correct that it meets WP:NTRACK and I've now moved it to mainspace. Chetsford (talk) 00:48, 5 March 2020 (UTC)
Thanks for your assistance, Chetsford! I'll show the students in class tomorrow. Comm260 ncu (talk) 02:47, 5 March 2020 (UTC)

OMRA - Offshore Model Racing

Hi, I have removed some of the 'gunk' from the article that I cannot find any references for. Is tough as the organisation has been going for 50 years next year and has never been particularly active online. https://en.wikipedia.org/wiki/Draft:Offshore_Model_Racing_Association

Declined Page

Hi Chetsford,

I'll continue to make edits based on the feedback provided. I am not paid to do this. I'm relatively inexperienced at this, I think this is the third article I've created. But the motivation is because I am a local from the community and just felt they deserved citation. Perhaps I'm wrong but that is the reason for this wiki. Thanks so much for feedback. I'll do my best. Regards. Stufroguk ( talk ) 11:20, 6 May 2020 (UTC)
