331dot, I have gone ahead and unblocked this editor. I have been in discussion with the editor at ticket:2019081610007601
I appreciate your observation that a clear withdrawal of the legal threat is appropriate, but it's my assessment based on my conversation with this person that they are willing to work through Wikipedia channels. In fact, the en bloc wording the other to use was suggested by me so my apologies for not making it more satisfactory.
