What Wikipedia does
[edit]All Wikipedia does is neutrally summarize professionally published, mainstream academic or journalistic sources, without further interpretation or elaboration. This renders user credentials (or claimed credentials) irrelevant, and enables more people to contribute. We are not governed by an outside body, but self-governed by consensus (aimed toward the goal in the first sentence).
Also, this account is not blocked and has not been blocked. There are some pages that are locked from editing to keep them stable during content disputes. Were you trying to edit one of those pages? If so, which you can use the article's talk page to leave a message requesting a change to the article. Or do you mean that a previous account was blocked? If so, what was the account name?
