Decline reason:

You say, "We are creating it so that people can notice & know this user.". If that isn't a good definition of advertising and promotion, I don't know what is. Other reasons for not unblocking you include the use of 'we' in your post - Wikipedia accounts are for individuals only, and are not for use by more than one person or organisations.
