Hi Drinkingwaterdoc, Thank you for asking for my review of this article. The article looks very good, covers an interesting topic, is well structured, very readable and well-sourced. Congratulations! I am not an expert on U.S. history or water technology. Nor do I usually edit biograhies. This is why my few comments are limited to common sense concerning the readability of part of the article.

First, it would be interesting to know how John L. Leal came up with the idea of disinfection using chlorine. The idea certainly did not come out of the blue. If you know more about this, it would be interesting to include this in the article, without diminishing in any way the contribution made by John L. Leal, a person I had never heard about before.

Second, in the paragraph about the second trial it would be helpful to remind the reader what was the issue of that trial. After I reread the article it became clear to me that the issue was whether the chlorination plant fulfilled the requirements set in the judgment at the end of the first trial. However, this may not be obvious to all readers, so restating it is probably not a bad idea.
