Decline reason: You really aren't allowed to create new accounts to avoid your block. Unfortunately, since you were blocked for using multiple accounts in a disruptive way, and you're still doing that, I'm afraid there isn't much chance of your being unblocked anytime soon. My suggestion is that you take a week away from Wikipedia for every sockpuppet you created- in your case, that would be eleven weeks, unless you have other accounts that we haven't noticed yet.
