Hi, I can see the reason of the rejection is that "Home Office travel document already exist". However, the article page Home Office travel document serves rather like a list of documents and the terminology is just an umberalla term for all four types of documents issued by the Home Office. If we were to draw an exaggerated analogy, this would be like rejecting the article of iPhone X because there is already a page of iPhone.
I would admit, that if this travel document (British Certificate of Travel) lacks the required notability, it would be more appropriate to include it under the page Home Office travel document. However, as the other editor @Gusfriend has mentioned, this document has the required notability as the Non-citizen travel documents of the UK. It might be helpful to refer to pages of the equivalent travel documents in other countries like U.S. re-entry permit, Canadian Certificate of Identity, Estonian alien's passport, and Hong Kong Document of Identity for Visa Purposes.
Once again, it should be highlighted that the 4 types of Home Office travel document vary drastically in terms of eligibility and purpose of issuance, not to mention the page itself is outdated. Given how it is an exisiting practice to introduce Certificate of identity and Refugee travel document with different articles (e.g. New Zealand Certificate of Identity and New Zealand Refugee Travel Document), it is no longer appropriate to collapse all types of Home Office issued booklets in one article, not to mention we have now obtained well-supported information to fill up the content. There is actually a current Template:Non-citizen travel documents in which the item of UK cannot be properly classified because there is only an abandoned page of list showing named Home Office travel document.
