Help me![edit]

Hello, I would like to get some clarification on the COI thing. Say I want to write an article on someone famous, but I know them personally? We are not close friends or family by any means, but we are somewhere between friends and acquaintances. I would just like to know if it is appropriate for my situation.

That would qualify as a conflict of interest, yes. If you genuinely think that the individual meets the notability requirements, you may be able to create an article about them, but I would strongly recommend you spend some time doing other things first for a while, so that you can get the hang of how Wikipedia operates. When you think you have a handle on things here (and if you still believe that an article about his person would be appropriate), have a good long read of the COI best practice guide and start by creating the article as a draft, so it can be submitted to Articles for creation for review.
