What I meant was that, since the contribution history shows only that one edit, there is no way to properly assess how the IP will be used since we don't know how it's been used to edit. Therefore we don't grant those unblock requests (which often are a vandal trying to circumvent their autoblock).

Rangeblocks are not as problematic as you suggest. Established users in good standing who find themselves caught in one need only request IP block exemption and they will almost always get it. Sometimes I grant that to such users caught in autoblocks of my own accord. Daniel Case (talk) 16:14, 3 July 2011 (UTC)
