@PhilKnight: Hassan has requested TPA reinstatement via #wikipedia-en-unblock ^connect. I have no opinion at this time on the merits of an unblock, but given that it's been 2 years, do you have any objection on reënabling TPA, conditional on good behavior of course? Well, this has sat for over a month now, and three months since I reinstated TPA. @JJMC89 and MER-C: I am inclined to unblock per WP:ROPE at this point, with a suggestion to Hassan that they tread very carefully with fair-use matters, or even avoid fair-use uploads altogether.
