To elaborate, I have removed the image for three reasons:

The resolution was far too high. In order to be allowed on Wikipedia, files used under fair use need to be of low resolution (see WP:NFCC#3b)
It was in PNG format while we prefer JPEG for screenshots.
It was not really helpful to the article. While a room full of Time Lords is certainly impressive, it's Timothy Dalton's character that makes the episode historic, i.e. that he is the first Time Lord (apart from the Doctor and the Master) to be shown on the new series.
