CSD tagging

Hi. A few things:

  1. Do not re-add CSD tags which have already been previously removed by other editors.
  2. CSD G4 applies only to re-creation of the previous page with the same content as the deleted one.
  3. You must mention in the edit summary when you are tagging a page for CSD.
  4. You must also notify the page creator when tagging a page for CSD.
  5. You might want to removed the "retired" banner at the top of your talk page if you're going to continue editing Wikipedia, to avoid confusing others.
