The sock was Skarkibibek. The contact given by the hostsewa website is rjbibekkarki@gmail.com [1]. It's safe to say my initial suspicions are confirmed. The company Hostsewa is engaging in WP:UPE, and the accounts are either the same person or a small group of people working out of the same office (see CU findings in the SPI).
