Ruby and Major Programming Languages template

I was responsible for removing Ruby from the Major Programming Languages template but I do believe it is by far the best candidate for inclusion that I removed. It looks like the template will be deleted anyway, but if for some reason it isn't I could be convinced to include Ruby.
