You have a great start! I'd be really interested to see a comparison of USSR policies and present-day Russia, and how they might have impacted one another. You seem to have found a lot of good relevant sources for your article, and this is an interesting topic. I'm curious how much of the USSR's nuclear program was directed towards energy production. You seem to have a good idea of which sections you'd like to improve, and a plan for how to achieve this.
