While the District can be deemed to be notable, an individual bus line—which is what the shuttle is, in effect—is likely not independently notable. However, the notability hurdle is lower when it's mentioned in another article. Since the shuttle is one of the District's main reasons for existing, my suggestion would be to discuss it in a section of the District's article.
