Discussion about Monmouthpedia MOU[edit]

Jon, for some weeks, I have been attempting to establish the status of the Memoranda of Understanding between WMUK/Monmouthshire County Council and WMUK/Government of Gibraltar. Others have made attempts on the UK mailing list and the WMUK wiki. My understanding from these discussions is that neither of these MOUs has been approved by WMUK and neither is available to the public or to members of WMUK. I am both puzzled and troubled by this, since both projects have been going on for some months, been discussed at length in WMUK board meetings, and yet the MOUs remain incomplete. In regard to the Monmouthshire MOU, I find this especially puzzling, since File:Signing_of_memorandum_of_understanding.ogv shows Roger Bamkin and then-Chair Ashley Van Haeften signing a document described as an MOU. A few days ago, I learned that the MOU was available as an appendix in an MCC document available here.

It appears from that document that Roger was described as "Wikimedia UK Trustee and Steering Group representative". I had already established that much from Roger and WMUK Trustee John Bryne. It shows that Roger had dual roles as a WMUK Trustee and paid consultant to the MCC which would inevitably result in the entirely foreseeable concern about his similar roles in Gibraltarpedia. What I did not know was that Roger was signing the document on behalf of WMUK, as can be seen in the MOU. I have difficulty seeing this as anything but a clear conflict of interest, both in the everyday sense of the phrase and in the sense used by the Charity Commission.

I have started a discussion about this on Jimbo's talk page: Talk:Jimbo Wales#WMUK and Mounmouthshire County Council Memorandum of Understanding. I have also asked for some clarifications of things contained in the MOU. It is entirely possible that I have misunderstood some things.
