Request reason:

My IP (65.111.165.156) is in an IP range that was blocked (65.111.164.0/22) as being an open proxy. This IP is owned by the hosting company I use to host my dedicated server environment (ServerPronto), so it sounds perfectly reasonable that there may be other ServerPronto clients whose servers are configured to be open relays and are in the same /22 block of IPs. I don't think it's reasonable or appropriate to block an entire /22 assuming that all 1024 addresses are part of some open relay. Optimally, I would suggest reevaluating the reasons for blocking such a large block of potentially very different source machines, and only blocking the IPs that are clearly demonstrated to be running such an open proxy. Alternatively, I would like my IP address to be unblocked, leaving the rest of the block in place. FYI, I do proxy my own web and other traffic through this server via an SSH tunnel for local security reasons, but I can assure you that this is a highly-secured SSH proxy mechanism, not an open proxy.
