Draft page
[edit]I see you have been at work on User:Syeager.93/draftproposal. This is good. I urge you to consider waht form of source citations you plan to use, inline references/footnotes, shortened footnotes with a reference list, or another foramt. See WP:CITE and WP:REFB for some examples and details.
Also, I added the {{userspace draft}} template to the top, since you now have some significant content, and is should be mark3ed as a draft in progress.
Also I converted the <br> tags to blank lines, which work better in Wikipedia. Note that initial indents with tabs or blank spaces will put a paragraph into "prefix" mode, which is suitable for computer code and similar content, but not for ordinary text.
